SUMMARY

Arcticom, LLC, a subsidiary of Bering Straits Native Corporation (BSNC), is currently seeking a qualified Telecom Mechanic I for Grand Forks, ND. Cable Locator identifies, locates, and marks the location of land subsurface communications cables in order to minimize accidental damage or disruption of service due to construction excavation activities. These activities include locating and marking existing underground communications infrastructure (including fiber optic telephone and loop components).
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Under supervision of either a management supervisor or another employee of higher classification, proficiently and independently locates underground telecom lines utilizing specific telecom locator equipment
  • Documents all locates performed and maintains accurate records thereof
  • Corrects maps when found to be in error
  • Trains others in the methods of locating underground telecom lines
  • Investigates all damages to underground cable and determines and documents to the extent possible the cause of the damage.
  • Objectively writes reports of damaged cables in detail to assist in collection of damage claims. May be required to testify in court concerning damages.
  • During periods when locate activity is slow, this individual will be available to:
    • assist in mapping, record keeping and information gathering and research for office personnel.
    • assist in maintaining inside copper wiring facilities and other documenting tasks as necessary.
    • perform inventory functions that relate to the communications field.
  • Employee of this skill will be required to perform a variety of skilled and semiskilled activities to facilitate safe excavation
  • Must be able to work unsupervised and efficiently; expected to exercise considerable initiative in moving efficiently through the work assignments; expected to exercise independent judgement as the accuracy of the locate depends heavily on how well the readings are interpreted
  • Must be able to perform assignments in hazardous traffic environments and are required to use proper safety equipment and practice proper safety procedures
  • Uses computers and a variety of specialized, sensitive electronic equipment to locate utility lines and valves in the right-of-way and utility easement
  • Performs other duties as required
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
  • High school graduation or equivalent, including supplemented by specialized training and a minimum of one year accumulated experience as a locator with a prior employer or three years of applicable utility experience at a lower classification, including satisfactory completion of approved utility cross-training as a Cable Locator in the ML&P cross-training program
  • Ability to drive a 4-wheel drive pickup is required at the time of hire and must be maintained throughout employment
  • Driving record - for all positions which have significant requirement of driving a company vehicle, applicant shall be required to submit a good driving record with no record of D.W.I. or reckless driving during the preceding three (3) years and containing no information which suggests that the applicant is other than a safe driver.
  • Job References - Applicant shall be required to supply and/or sign release of information of job references reflecting performance at an equivalent level of \"good\" or better from all employers over the preceding two (2) years in the areas of: productivity; job knowledge; job performance; safety practices toward members of the public, fellow employees, and in use of employer equipment; demonstrated ability to work cooperatively and courteously with the public and fellow employees in a professional manner; and must present personal appearance suitable to the position applied for.
  • Job Attendance - Successful applicant shall be required to supply and/or sign release of information, of evidence of good or better attendance at work with all preceding employers over the preceding two (2) years. \"Good\" attendance shall mean that employee has been in attendance at least 98.5% of workdays, exclusive of authorized absences.
  • Disciplinary Record - Successful applicant shall be required to demonstrate a disciplinary record of \"good\" or better over the preceding three (3) years with all employers. A \"good\" record shall mean that there have been no terminations, suspensions, or layoffs for cause during such period, and that the applicant has conducted himself in a manner that otherwise complied with all company disciplinary and work rules.
Knowledge, Skills, Abilities, and Other Characteristics
  • Knowledge of: Underground telecom construction practices; principles of locating underground cables using radio frequency electromagnetic waves, utilizing such instruments as Ridgid or Ampprobe cable and pipe locator.
  • Ability to: Learn and apply department policy, procedure and organization.
  • Ability to meet and work with the public and represent company in an effective, efficient and professional manner.
  • Ability to apply common sense and rational thinking to solve practical problems and to comprehend complex instructions.
  • Mathematical ability to add, subtract, multiply and divide units of measure; work with decimals and fractions, understand and perform basic algebra.
  • Ability to read and comprehend relevant material
  • Ability to properly prepare memoranda, proposals, summaries and reports.
  • Ability to communicate verbally and distinctly.
  • Ability to receive guidance and supervision, follow work rules, safety practices, work procedures, punctuality and attendance standards. Complete assignments in an appropriate time period
  • Ability to perform under stress where confronted with emergency, critical, unusual or dangerous situations, or in situations when sustained attention is a critical aspect of the job.
  • Eyes must be in general good health, corrected visual acuity sufficient to meet the essential functions of this position.
  • Corrected hearing must be with 75% of the normal range with not less than 90% speech discrimination.
  • Technical position for proficient individuals with prior locator experience, prior applicable engineering support experience, and prior applicable telecom construction experience
  • Work is performed in accordance with prescribed procedures and may be reviewed by a supervisor
  • Employee uses independent judgment but refers unusual or policy decisions to a supervisor
  • Work actions and decisions in this position are final and represent responsible judgment
  • Work requires the application of knowledge and skills that require either pre-employment locator experience or knowledge/experience in underground telecom construction
  • Employee receives general supervision with occasional technical guidance and direction well
  • Assignments given in written or orally and are specific in nature and require independent judgment
  • Work is reviewed by periodic observations, oral discussion, and review of reports
  • Position requires considerable public contact with telecom customers, contractors, and interested citizens
  • May be intermittently required to direct and train other personnel in the performance of locates and related duties

PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in a field setting with exposure to hazardous traffic environments and employees are required to use proper safety equipment and practice proper safety procedures. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
