The R&D Senior Operations Program Manager will provide program management support for R&D Operations within the Point of Care business at Siemens Healthineers. In this new role the successful candidate will provide support for headcount management, resource planning, R&D budget, own and drive the scoping, planning, resourcing and execution of Continuous Improvement Projects and other PMO/R&D operational topics as needed. The program manager will also collaborate with other members of the PMO team to implement tools and processes to enable a high functioning, high impact, analytically driven R&D organization. This position will report to the head of operational excellence within the PoC R&D team.

The following key roles and responsibilities are critical for the success of this role:

  • Lead the harmonization of headcount across various R&D functions with the aim to provide a unified, simple summary of resource consumption across FTE, Contractors, other contingent (SoW) and SHS workers.
  • harmonization of program budgets by working with various Program Managers, PHT leaders and R&D staff to ensure robust direct & capital spend management.
  • Monitors budget & resource allocation tool adherence for all projects.
  • Partner with the finance team to develop an R&D budget forecasting process and provide monthly spend reports.
  • Partner with the finance team to ensure that various resource management and budget actions are appropriately prioritized to enable budget creation, periodic financial roll-up.
  • Enable clarity and support R&D decision making by owning and publishing an always-current contingent worker database to support all care areas within the PoC R&D team.
  • Collaborate with the PMO staff in creating and executing a plan for the implementation and maintenance of Tempus and PAAM resource planning tools within R&D
  • Identify areas with R&D functional leaders, employees and other stakeholders to identify/scope/plan and execute productivity opportunities throughout the R&D organization.

Experience and requirements for success in this role:
  • Bachelor's degree in engineering, the sciences, finance, or equivalent disciplines is required. Advanced degrees Preferred. Prior experience in financial planning pertaining to resource management is required.
  • 7+ years in Project/Program Management roles preferably in the medical devices industry or other technical product development environment is required.
  • Prior experience leading R&D project teams in a matrix structure, leading by influence, leading change management activities and deployment of processes/tools is required.
  • Demonstrated experience in either the roll-out or administration of resource management tools is required.
  • Demonstrated experience deploying both strategic and tactical approaches to solve problems is required.
  • Data driven Ability to drive insights with a bias for action and clarity is required.
  • Excellent written and verbal communication skills in an inclusive style.

The pay range for this position is $119,216- $163,922 and the annual incentive target is 10% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications and premium geographic location.
