We are seeking a Project Manager to support the National Institutes of Health's (NIH), world renowned National Institute of Allergy and Infectious Diseases (NIAID) in Hamilton, MT. Responsibilities

  • Provide program management for the Procurement Technician and Invoice Specialists Roles in AMOB:
    • Train new contractor staff.
    • Manage workload assignment and distribution.
    • Track the workload of each staff and team.
    • Continually seeks efficiencies and implements processes and procedures to increase efficiency.
    • Serve as a liaison between the Procurement Technicians & Invoice Specialists, and the Purchasing Agents and Contract Specialists they support.
    • Develop and maintain SOPs for internal procedures by occupation.
    • Serve as a backup to these roles when necessary due to staff shortages.
    • Conduct monthly team meetings.
    • Provide quality control for post award electronic simplified acquisition files.
    • Manages the disposal of records in accordance with GSA and NIH records disposition schedule.
  • Provide project management:
    • Manage specific compliance programs implementation as required, such as the Section 889's process, procedure and database. This includes working with vendors who find government procurement challenging to understand to guide them into understanding and acceptance of the policy.
    • Provide support as needed for special projects, issues and concerns.
  • Advise and support AMOB management:
    • Develop, maintain, and update data and statistics for electronic acquisition files per staff member, team and organization in the simplified acquisitions teams (federal and contractor) for the branch management.
    • Maintain up-to-date office correspondence and management records for the management.
    • Update/maintain shared calendars.
  • Provide operational support:
    • Assist in team building events and team meetings.
    • Manage logistics of on-boarding and off-boarding staff in the Rocky Mountain Laboratory location.
    • Coordinate meetings, workshops, and courses for AMOB staff.
    • Serve as a property manager, tracking equipment and ensuring physical accountability for equipment within the branch.
    • Serve as an ITAS timekeeper.
    • Serve as a travel Coordinator.
    • Provide support for yearly PY Funds requests for standardized data and quality control before sending to AO's.
    • Oversee all supply needs and track what is needed for RML office, conducting market research and managing logistics on all inventory requests.
    • Assist labs with obtaining information on old orders to help inform current requests, and other like procurement matters as needed. Assist AMOB staff in the same as needed.


Qualifications

  • High School Diploma or equivalent is required.
  • Minimum of at least five (5) years of experience supporting acquisition operations.
  • Well-developed organizational skills.
  • Experience in management of post award, non-inherent governmental functions within an acquisition environment.
