Primary Role

Undertakes assignments and activities related to the development of water and wastewater infrastructure projects including preparation of feasibility studies, acquisition of permits, and design of facilities. Typical projects include, but are not limited to, potable water wells, treatment facilities, storage tanks, and water distribution systems along with sewers, pumping stations, septic systems, and wastewater treatment facilities.

Key Accountabilities

  • Delivery of assigned Capital Projects in accordance with policies and procedures of the Capital Investment Management (CIM) System.
  • Performs engineering calculations, contributes to the preparation of engineering and project reports, conducts field investigations, develops engineering cost estimates and prepares design sketches and drawings, all under the supervision of a managing engineer.
  • Oversees and coordinates efforts of engineering consultants to complete studies and designs of capital improvement projects.
  • Oversees and coordinates efforts of contractor personnel to deliver successful construction of capital projects.
  • Monitors and manages budgets and schedules for several medium to small Capital Investment Projects and programs of moderate scope and complexity.
  • In conjunction with the Procurement department, coordinates and oversees bidding events of capital improvement projects. Completes bid analysis and prepares contract award recommendations.
  • Interacts with the Operations group regularly to ensure project delivery meets the business needs of Operations personnel.
  • Ensures that policies, procedures, programs, standards of performance and approved objectives are adhered to and/or achieved.
  • Pursues educational opportunities and professional development to enhance performance and contributions to the organization.

Knowledge/Skills

  • Proficient use of the following programs: Auto-Cad (or similar), Excel, Word, Powerpoint, Adobe, Arc_GIS & project scheduling software.
  • Use of or ability to learn SAP, Icertis, Coupa and eBuilder accounting and contract management software.
  • Drinking water treatment (contaminant removal) techniques and distribution system operation.
  • Wastewater conveyance, treatment and disposal.
  • Wastewater lift station design.
  • Potable water pump station design.
  • Construction cost estimating techniques.
  • Familiarity with OSHA 1910 (General Industry) and 1926 (General Construction) safety requirements.
  • Ability to write and review engineering and construction services Scopes of Work.
  • Ability to write and edit engineering proposals and reports.

Experience/Education

  • Minimum 7 years experience.
  • Bachelor's Degree in Engineering.

Certifications & Licenses

Missouri Professional Engineering (PE) license (preferred) or ability to obtain within 6 months of hire. Will consider candidates who have an EIT certificate.

Work Environment

  • On site: 75% office, 25% field (travel).
  • Ability to work from home (up to 2 days per week) when appropriate with supervisor's permission.

Travel Requirements

  • When necessary, travel to various project sites within 50 miles of office (90%).
  • Travel throughout the State of Missouri (10%).
