CWS is a refugee resettlement agency, contracted through the State Department to administer the U.S. Refugee Admissions Program. As the US Refugee Admissions Program expands its capacity to serve 145,000 + refugees and SIV holders per year, CWS provides technical assistance and capacity development to all national and local refugee resettlement agencies and other refugee service agencies to expand housing availability for refugee arrivals. CWS provides housing support and technical assistance to all its affiliates across the U.S., ORR-funded refugee service providers, as well as numerous community sponsorship groups and remote placement partners.

*Position is full time with benefits through September 29,2025 with the possibility of extension contingent on continued funding.

Purpose

The Housing Program Officer will support the resettlement of refugees and SIVs through training and technical assistance for refugee service providers nationwide through CWS' innovative and affordable housing solutions, along with technical housing support, and supporting the Deputy Director, Housing with development of resources, materials, trainings and other special projects. Some travel may be required.

Responsibilities

Essential Duties:

  • Provide timely reports to government and donor partners in accordance with agreement through approved platform
  • Collaborate with CWS data management team to manage CRM logistics, including tracking and reporting analytics. Coordinate staff and subject matter experts tasked with creating CRM content.
  • In coordination with the Housing team, design, create, and develop standardized outreach material and information on available housing resources to be disseminated nationwide.
  • Coordinate with housing team in the creation of housing guidance documents and supplementary materials that provide reference and clarity on all programmatic topics and monitoring outcomes, inclusive of (but not limited to) handbooks, toolkits, and one-pagers.
  • Provide 1:1 customer support housing technical assistance, tailoring training and support to local needs as required.
  • Analyze and evaluate local needs across the U.S and adapt/design training and resources accordingly.
  • Support Deputy Director, Housing and housing unit team members with data collection and request submissions for current housing grants
  • Support housing unit implementation of innovative housing programming, as well as provide guidance and technical assistance to local & affiliate offices on innovative housing programming
  • Coordinate with relevant Resettlement and Integration team members to identify ongoing training and resource needs
  • Ensure content housed on website is current per staff confirmation and federal regulations.
  • Organize internal trainings as needed for CWS HQ staff.
  • Attend and contribute to internal and external meetings as requested.
  • Perform other duties as assigned.

Qualifications

Experience:

  • Minimum 5 years' professional experience required, preferably in housing and/or refugee resettlement
  • A firm understanding of housing development, housing and urban development, and affordable housing efforts; public and fair housing experience and/or local resettlement affiliate experience strongly preferred.
  • A firm understanding of refugee resettlement, specifically the Reception & Placement program
  • Experience with adult learning techniques and resettlement program training development.
  • Excellent project and data management skills.
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities.
  • Ability to maintain a high-performance standard with attention to detail.
  • Experience in general office work, processing information and materials, and maintaining records

Skills:

  • Strong interpersonal and diplomacy skills; ability to work effectively with partners and teams.
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS.
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential.
  • Experience virtual learning platforms such as GoToWebinar, Microsoft Teams, Zoom, and WebX, and CRM platforms are a must.
  • Strong writing skills required.
  • Fluency in a language spoken by refugee populations a plus.
  • Ability to work in a multi-cultural environment required.
  • Commitment to diversity, equity, and inclusion and willingness to support CWS' Platform on Racial Justice as a CWS employee required.

Education & Certifications:

  • Bachelor's degree or equivalent education and work experience required..

Special Requirements

Work Location:
  • This position is remote with these conditions:
    • Ability to maintain secure and professional work environment for day-to-day work.
    • Access to strong and reliable Internet service (partially reimbursed).
    • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information.
    • Regular work hours must span CWS core business hours of 10 AM-4 PM US Eastern Time.
    • Must use CWS provided equipment such as laptop and cell phone.
    • Proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences and other in-person engagements.
    • Availability to travel for work meetings (estimated 2-4 times / year; 3-4 days, for each trip) as needed.
The job will require reference checks, standard criminal background checks, and motor vehicle background checks.
