Title: Program Analyst (Economic Analysis)
Location: Washington, DC

Introduction:
Mindseeker is looking for a Program Analyst (Economic Analysis) to join the Mindseeker Team and support the Millenium Challenge Corporation (MCC). The Program Analyst will be primarily tasked with assisting the Economic Analysis Division in conducting economic research and data analysis in support of MCC's results framework, including constraints analysis, economic rate of return analysis, beneficiary analysis, monitoring and impact evaluation. This position has promotion potential based on candidate performance and MCC requirements.

Major Duties and Responsibilities:

  • Conducts background research, literature reviews, statistical and econometric analyses, and related tasks in support of growth diagnostics (constraints analysis and root-cause analysis) for MCC eligible countries under the direction of MCC economists.
  • Conducts background research, literature reviews, data analysis and related tasks in support of cost- benefit analysis and beneficiary analysis of MCC investments under the direction of MCC economists, including for blended finance, climate, and inclusive growth-related projects and programs.
  • Prepares reports, briefs, spreadsheets, data, and synthesis pieces/blogs and documentation for web posting. Develop other related materials, including fact sheets, practical user guides for spreadsheets, and other public communications tools to help MCC outreach, reporting, and due diligence activities.
  • Conducts research and analysis in support of other activities within the EA Division and DPE.
  • Develops necessary documentation in support of the EA Division's procurement, contracting, and human resource needs, submit procurement and funding requests according to established processes, and coordinate and collaborate with MCC's Contracts and Grants Management (CGM) and Human Resources (HR) Divisions.
  • Supports the development and management of the EA Division's annual budget, including drafting the annual budget request, monitoring and reconciling expenditures, coordinating with MCC's Department of Administration and Finance (A&F), and attending budget meetings.
  • Provides organizational and logistical support for meetings, conferences, training sessions, and other events hosted by the EA Division.
  • Produces reports and analyses as requested by MCC. Example of such reports and analyses include, but are not limited to, the following:
    • Reports, spreadsheets, fact sheets, and presentations that contain economic research and analysis or support key functions of the EA Division or DPE
    • Documents, spreadsheets, and analysis for posting to internal or external websites.
  • Memoranda and reports to EA or DPE management, detailing the status of various program support tasks.
  • Perform other duties as assigned.

Minimum Qualifications:
  • Bachelor's degree in economics that included at least 21 semester hours in economics and 3 semester hours each in statistics and calculus OR a combination of education and experience primarily focused on economics.
  • Experience conducting economic research, policy analysis and data analysis on issues related to economic development, design or implementation of development interventions.
  • Experience with and knowledge of and quantitative methods for statistical and economic applications.
  • Proficiency in applying statistical software, including data manipulation, cleaning, and analysis of economic data, including the analysis of large data sets such as household and/or firm surveys.
  • Proficiency in using Microsoft Excel, including understanding and building complex formulas, creating graphs and charts, and manipulating large amounts of data.
  • Excellent communication and interpersonal skills with the ability to present and explain findings to economist and non-economist colleagues.
  • Experience writing and editing technical reports, for both specialized and general audiences.
  • Candidate must be a US Citizen

Preferred Qualifications:
  • Knowledge of or experience with cost-benefit analysis and distributional analysis for development interventions.
  • Knowledge of or experience with growth diagnostics (constraints analysis) using the methodology of Hausmann, Rodrik, and Velasco, or with microeconomic topics relevant to growth diagnostics.
  • Knowledge of or experience with monitoring and impact evaluation.
  • Experience working in developing countries or other professional interactions with various developing country stakeholders (e.g., governments, donors, private sector, civil society, research organizations).
  • Experience preparing briefers for use at meetings and external events.
  • Proficiency in Spanish, French, or Portuguese (include reference to level of proficiency for reading, writing, and oral communications).

Work Environment:
  • Candidate must be able to work in a hybrid office setting in Washington, DC.
  • The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved.
  • Domestic and/or international travel may be required.

  • All employees supporting MCC must be able to pass a thorough background investigation, including credit and reference checks, prior to starting.

Selectee will be required to work directly with MCC's Office of General Counsel to complete a Confidential Financial Disclosure Form (OGE-450) due as a new entrant within 30 days of onboarding and then due annually by February 15th.
