POL - MIL - FMF / IMET Program Analyst

Responsibilities:

  • Support the planning, budgeting, and execution of FMF and IMET programs, managing financial controls and coordinating with interagency partners to ensure effective security assistance funding and compliance with U.S. laws.
  • Draft, execute, and track funding approvals for FMF and IMET programs, managing over $6 billion in annual security assistance programming with interagency clearance.
  • Liaise with the Defense Security Cooperation Agency (DSCA), State Department bureaus, and the Office of Management and Budget to coordinate FMF and IMET policy updates and compliance.
  • Conduct budget formulation and analysis, supporting annual Joint Security Sector Assistance Review and other critical budgetary events.
  • Provide data management, validation, and reporting for FMF and IMET program accounts, including financial reconciliations and country-specific program analysis.
  • Collaborate with FMF and IMET program officers on data collection, reporting, and development of budget metrics aligned with Department strategies.
  • Perform audits and studies on fund allocations and allotments to ensure compliance with Appropriations Law, the Foreign Assistance Act, and other legislative regulations.
  • Identify and implement improvements to financial controls to optimize program efficiency and effectiveness.
  • Maintain adherence to internal controls to protect classified and sensitive materials and equipment.
Qualifications:
  • Experience:
    • Minimum 2 years in budget and fiscal processes for large-scale programs, ideally within the Department of State or Department of Defense.
    • At least 4 years of advanced Microsoft Excel and Microsoft Word experience for budgeting and data management.
  • Skills:
    • Proven ability to provide timely narrative and data-driven responses to information requests.
    • Strong organizational and multitasking skills, with attention to detail.
    • Effective communication skills for presenting complex budget and program information.
  • Knowledge:
    • Familiarity with U.S. government security assistance or security cooperation programs.
  • Preferred Qualifications:
    • Experience with Global Financial Management System, Security Cooperation Information Portal (SCIP), or DoD Security Assistance Network (SanWeb).
    • Completion of Defense Institute Security Cooperation University courses.
