The Role
Applies standard purchasing/procurement methodology to indirect spend categories to achieve organizational objectives, best value for the enterprise, and achievement of target return on investments (ROI). Works very closely with internal clients to: identify sourcing needs; conduct buy/market profiles; define acceptable service levels. Develops sourcing strategies; solicits/analyzes request for proposals; negotiates contracts and coordinates supplier integration plan with internal client. Establishes a supplier relationship management process with continuous improvement goals/programs. Monitors market dynamics and communicates changes that affect internal client needs.
Manages project identification and scoping, supplier interface, and project management aspects of strategic outsourcing of carrier new construction and carrier overhaul assemblies. Facilitates appropriate lessons learned sharing between NNS and the suppliers. Develops and maintains metrics to track project performance in schedule, cost and quality from scoping through execution and delivery. Works actively with suppliers, shops, engineering, and Program/Navy customers to identify and resolve quality and project schedule issues, review and approve scoping documents (PSPECs, TDPs), address PO and contractual concerns with the buying office, and ensure NNS-owed material is delivered to the supplier in a timely fashion. Drives continuous improvement throughout the department and value stream, including identification of potential investments at suppliers. Provides regular briefs to executive-level staff for information and recommendations on key issues. Collaborates with customers and suppliers to establish future strategy for outsourcing support of the NNS value stream, understand market capabilities and capacity, and secure department labor resources to execute that strategy.
Must Have
Bachelor's Degree and 8 years of applicable, progressive professional and/or supervisory work experience; Master?s Degree and 6 years of relevant experience
