What to Expect
The Manager, Licensing & Examinations oversees regulatory and licensing examinations and serves as the primary point of contact with federal and state examiners. This role manages the collection of all requested files, prepares examination documentation, reviews the results of each exam, responds to reports of examination, and manages the implementation and completion of examination remediation. The Manager is responsible for maintaining existing HCA business licenses, obtaining new licenses necessary to conduct business and provide HCA business units with guidance in determining license requirements for new HCA business activities. The Manager will manage licensing professionals that ensure proper preparation and filing of license applications, surety bonds, insurance certificates and CLIPS.
What You Will Do
1. Manage all aspects of state and federal regulatory examinations. Effectively interact with regulators and represent HCA and its subsidiaries. Serve as the primary point of contact for all regulatory examinations and prepare responses back to the examiners. Review and respond to examination reports, notify management of findings, and work with management to implement any required remediation.
2. Oversee the company licensing for HCA and its subsidiaries, in all jurisdictions, including renewal of such licenses, trade names, and qualifications to do business. Ensure timely renewal and filing of annual reports with applicable state agencies in addition to filing company Officer and Director changes. Support HCI in maintaining applicable licenses and executing on product form filing. Manage registered agent and other third party vendors used for licensing purposes. Maintain and renew insurance policies required for licensing.
3. Support other supervisory and enforcement activity, as needed, to comply with consent orders and on going regulator monitoring requirements.
4. Support HCA and its subsidiaries in launching new products and services by filing necessary trade names, qualifications, and licenses, as applicable.
5. Contribute proactively to the overall Compliance Management System (CMS) by maintaining a working knowledge of the industry, regulatory landscape, and current exam trends so that HCA can proactively mitigate compliance risk and prepare for examinations.
Qualifications
What You Will Bring
• Minimum 7-10 years of lender license and examination management experience.
• Management of a large business license portfolio, including renewals and new license applications across multiple product lines, including insurance products and NMLS filings.
• Bachelors' degree required.
• Extensive experience interacting with federal and state examiners and state licensing personnel in both an examination management and licensing context.
• Extensive knowledge of licensing and examination requirements, processes and procedures for a lender in all states and U.S. territories.
• Ability to interpret complex and often ambiguous licensing statutes to ensure overall compliance in all licensing activities.
• Extensive knowledge of the financial services industry.
• Excellent oral and written communication skills.
• Ability to perform multiple tasks concurrently, with varying degrees of complexity and ensure results are driven efficiently to close open issues.
• Strong interpersonal skills and ability to work with regulators and manage licensing professionals.
• Excellent organizational and time management skills.
• Skilled in Microsoft Office applications, ability to become proficient in other applications as needed.
• Self-starter; able to prioritize, meet deadlines and address continually changing priorities.
Work Environment
Employees in this class are subject to extended periods of sitting, standing and walking, vision to monitor and moderate noise levels. Work is performed in an office environment.
The posted salary range for this job takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; geographic location, and other business and organizational needs. Successful candidates may be hired anywhere in the salary range based on these factors. It is uncommon to hire candidates at or near the top of the range.
