SUMMARY
Bering Straits Native Corporation is currently seeking a qualified Land & Resource Manager for our in-region operations. The role of the Land & Resource Manager will be to establish goals and objectives for the development, where practical and prudent, of BSNC's mineral and land resources. Develop the Land & Resource Department budget and staffing needs to meet established goals and objectives. To ensure that all land transfer programs via ANCSA and ANILCA entitlements are obtained.
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
- Negotiate and execute gravel sales, right of way easements, and land use permits as per Land Use and Board Policy.
- Negotiate and execute leases and contracts on BSNC and work with AGC General Manager or VP-Regional Services on leases pertaining to AGC property.
- Act as BSNC's spokesperson on all issues concerning the development of BSNC's mineral estate and land resources.
- Negotiate and execute all mineral leases as approved by the BSNC Board and Executive Team.
- Serve as BSNC's designated individual on all land selections, priorities, entitlements, easement reviews, title recoveries, and land transfers with the Bureau of Land Management.
- Approve the acquisition of supplies and tools required by the Land & Resource Department to carry out its functions.
- Hire and supervise all seasonal and full-time employees as needed to carry out the goals and objectives of the Land & Resource Department. Hire and supervise all consultants (geologist and land specialist) as needed to carry out the goals and objectives of the Land & Resource Department
- Monitor and enforce allowed land uses pertaining to BSNCs Land Use Policy.

- Prepare, negotiate, finalize, coordinate and disseminate Mineral Exploration Agreements and Leases for BSNC Executive Team approval with protections in place on BSNC's land.
- Oversee the Management of BSNC's 7(i) Trust Agreement and review actions taken by Trustee for compliance with the 7(i) Settlement Agreement
- Act as BSNC's representative on any proposed changes to the 7(i) Settlement Agreement.
- Monitor all contractual obligations on behalf of BSNC and its subsidiary corporations in land leases, permits, sales, right of ways, and mineral agreements.
- Plan, establish, guide and monitor strategic and other business plans in the development and management of BSNC's ANCSA and ANILCA land entitlements.
- Draft Policies for action by the Land & Resource Committee and BSNC Board in the development of BSNC's subsurface estate and land uses and protections of surface estate assets. Maintain and disseminate policies for shareholder and village corporation use as approved by the BSNC Board.
- Prepare reports for BSNC Regional Holding Company on activities relating to the development of BSNC's subsurface estate and land use protection measures as required.
- Devise and initiate a marketing program for the development of BSNC's mineral prospects.
- Perform necessary fieldwork to ensure compliance with contractual obligations with third parties and to protect BSNC's lands against actions contrary to BSNC's land use policies.
- Act as liaison between Lessees of BSNC mineral estate and those State and Federal Agencies that have jurisdiction over actions that may delay or impair development of BSNC's lands.
- Work with legal firm(s) or attorney(s) in the preparation of mineral and gravel agreements
- File all required permitting and other documents required by local, State and Federal governments regarding actions on BSNC's lands
- Devise, coordinate and oversee a computerized catalog of mineral occurrence reports.
- Devise, coordinate and oversee a computer catalog system of inholdings within BSNC's land base.
- Oversee the recording of all BSNC land documents.
- Oversee the tracking BSNC's ANCSA and ANILCA entitlements.
- Review for accuracy all land title documents.
- Respond to Local, State and Federal land use plans, and regulations that may harm the development of BSNC's land base.
- Devise archaeological site protections on BSNC's 14(h)(1) sites.
- Coordinate and disseminate information to BSNC's village corporations on all Surface Use Agreements necessary to facilitate subsurface development
- Prepare surface use land proposals for village corporations where necessary, advise Village Corporation on land matters, and work with Village Corporation representatives on enforcement issues relating to ANCSA split estate lands.
- Advocate for capital improvement projects in coordination with BSNC's village corporations and communities.
- Represent BSNC in ANCSA Regional Land Managers meetings or any regional corporation land planners' meetings.
- Help plan and organize village corporation land planners' meetings and other meetings/work sessions as directed by the VP of Regional Services or the BSNC Land Committee.
- Provide newsletter articles for shareholder newsletter, also may give presentations to shareholders at BSNC annual meetings.
- Manage and organize duties of other land staff or interns in the Land and Resource Department.
- Work collaboratively with other BSNC and Company Staff on Land Issues as needed.
- Other duties as assigned by VP or SVP of Regional Services.

Required (Minimum Necessary) Qualifications - Bachelor's degree in resource management, science or any related field.
- Five years progressively or more responsible related experience.
- Work experience that exhibits knowledge of ANCSA, ANILCA, and best practices for land management.
- Ability to pass a background and driving record check.
Knowledge, Skills, Abilities, and Other Characteristics - Understand BSNC's mission, vision and strategic focus areas and incorporate knowledge into daily activities.
- Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff, as well as outside business associates; exhibits a professional manner when dealing with others.
- Knowledge of the principles and practices of land ownership and management, including a working knowledge of land leases, land entitlement, land rights, permits, commercial contracts and issues impacting title.
- Ability to work closely with federal, state and municipal agencies in obtaining accurate land status information.
- Work independently as well as part of a team, with minimal supervision.
- High degree of sensitivity regarding confidential information.
- Excellent organizational skills and ability to prioritize work, make decisions, solve problems, exercise good judgment, and work independently with minimal supervision.
- Excellent written and verbal communication skills; ability to write reports, business correspondence and procedures manuals; ability to effectively present information and respond to questions from staff, managers and the general public.
- Working knowledge of, or the ability to quickly learn, the Alaska Native Claims Settlement Act, the Alaska National Interest Lands Conservation Act, National Environmental Policy Act, and other applicable laws and regulations.
- Knowledge of land record systems, land surveying, legal descriptions, platting and title review.
- Familiarity with the flow of data from state and federal government agencies and the ability to coordinate responses as necessary.
- Ability to maintain accurate records and to prepare and submit comprehensive reports.
- Strong research and analysis skills.
- Leadership and management skills.
- Proficient using Microsoft Office products such as Word, Excel, and Outlook, and industry-standard computer software and databases.
- Familiarity and aptitude for using ArcGIS and Google Maps software.

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel and field work may be required.
