Job Description:
The Nebraska Department of Transportation (NDOT) has a District Mechanic Supervisor position available. As a District Mechanic Supervisor at the Nebraska Department of Transportation, you'll be part of a supportive team that takes great pride in ensuring equipment is on the road, where it belongs, to help support the incredible freedom of travel throughout the State of Nebraska. The position is one of the district's administrative staff that performs a leadership role within the district. This position is responsible for the daily operations of a vehicle fleet, including related safety, maintenance, leadership, technical skills, cost management, communication, problem solving, driver management, customer service, and reporting. The District Mechanic Supervisor also serves as the primary contact concerning the vehicle fleet and operations; oversees all vehicles, equipment, and related assets; provides direct supervision typically to professionals or skilled technical employees at the entry or intermediate levels; and is responsible for operation of a fully-fledged vehicle maintenance facility and 10 satellite equipment repair facilities.

Pay rate range of $29.181 per hour to $41.687 per hour. Pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.

Job Duties:

• Supervises skilled mechanical work involving the inspection and repair of gasoline and diesel powered automotive, heavy truck, heavy equipment, and related equipment.
• Assures that established vehicle and equipment preventative maintenance programs are carried out.
• Inspects vehicles and equipment to determine adherence to proper operation, maintenance, repair, and service procedures.
• Advises, assists, and instructs mechanics on unusual repairs.
• Expedites procurement of repair parts, materials, tools, and equipment.
• Writes repair orders; maintains service and inventory records.
• Inspects new equipment and instructs mechanics in specialized repairs of service procedures required.
• Inspects condition of vehicles and equipment to determine feasibility of repair.
• Assists District Maintenance Superintendent in determining vehicle and equipment needs.
• Tests and diagnoses equipment problems; performs major engine overhaul; overhaul transmissions; diagnoses rear end and hydraulic problems and repair; performs metal fabrication and major metal repairs; performs minor and major repair on all department equipment; may need to perform repair work in field.
• Manages the repair and upkeep of a diverse fleet of equipment in 5 superintendents' regions to include the design, bid, acquisition, deployment, repair, surplus and disposal.
• Communicates, coaches, and directs mechanics in the proper repair methods and procedures and operation of equipment and tools.
• Coordinates the scheduling and servicing of the districts "shared equipment" as well as the equipment issued to Maintenance and Operations, Construction, Electronics, Materials and Tests, Traffic, Planning and District Administration.
• Monitors mechanics' service records and their operations and ensure that the maintenance of equipment is performed proficiently, timely with a sense of urgency.
• Supports the District's position and interests to complete its mission, the Supervisor and Superintendent's position, Enforce Department policy, rules regulations and follow the applicable Federal, State, and local laws.
• Performs routine inspection on the Departments fleet to ensure its readiness and reliability, discusses shortcomings with the Supervisor the equipment is assigned to, ensures that the equipment is kept maintained at a high standard of reliability, clean and equipped.
• Develops and implements layers of maintenance and preventive maintenance repair strategies to improve vehicle reliability, reduces breakdown repairs and improve the overall fleet condition and health; develops a methodology for centrally managing the use of a shared or the district fleet, its repair and replacement.
• Develops and implements repair methods for equipment that has several types of complex systems that must work in unison for the vehicle to perform, develop repair techniques and process with the assistance of Electronics Technicians, Mechanics, and IT personnel to troubleshoot and repair and advise division and district management regarding the resolution of problems that may delay performance or mission.
• Oversees the use of and maintain the departments Asset Management Database; ensure the Light and Heavy fleet is being properly utilized. Monitors the database and correct errors, work cooperatively with IT professionals for diagnostics and systems maintenance. Assists in training new employees on the databases use.
• Develops region-wide technical specification and standardized option packages for vehicle and equipment acquisitions; ensures procurement solicitations include standardized technical specifications, components, and options as desired to the user's expectations.
• Acts as the districts representative to prepare information and documents that aid in the development of statewide specifications for equipment standards, act as a region representative to Operations Division on fleet procurement, upkeep and surplus.
• Serves as our Districts liaison for all fleet or fleet-related issues with commercial vendors on recalls and warranty issues.
• Manages the day-to-day activities of personnel in the District Shop; plan work to be accomplished; set and adjust short and long-term priorities and schedules for the completion of work with the Supervisor's needs. Assign work based on priorities, requirements of the assignment and capabilities of NDOT mechanics and technicians; evaluate work performance; provide leadership, allocate resources, and implement activities to accomplish the district mission.
• Provides regular and routine formal and informal feedback and direction to employees; document performance-related goals and achievements; Job requires accepting criticism and to avoid giving blame.
• Responsible to collect shop equipment needs from regional management and procure shop tools and equipment for satellite shops.
• Competently communicates with the District Operations and Maintenance Manager and/or District Engineer, follow verbal or written orders assigned to you.
• Communicates with the Regional Management on their mechanics abilities, training needs and technical shortcomings. Consults the Supervisor when you need to correct mechanics performance, hold them accountable for the consequences of their action.
• Plans and schedules quarterly meetings for mechanics and provide training on repair practice and procedure.
• Cost account and track down time, document reason, and find methods to reduce out of service time. Learn from mistakes and don't repeat them. Report to work as soon as possible for emergency response for public safety. Complete the required assignment as instructed cooperating with the public, other State, County or City employees.

Requirements / Qualifications:

Minimum Qualifications: Four years of experience in diagnosing, troubleshooting, and repairing heavy highway-construction equipment and transportation vehicles. Post high school vocational coursework/training in computerized diagnosis and repair of automotive/diesel vehicles may substitute for the required experience up to two years. OR Two years of experience leading other mechanics, or inspecting the repair and maintenance work done by other mechanics, involving heavy highway-construction equipment and transportation vehicles.

Preferred Qualifications: Practical work experience and knowledge of automotive/diesel maintenance and repair, including use of computerized diagnostic instruments and equipment OR Post-secondary vocational or technical coursework in automotive/diesel mechanics, including instruction in computerized diagnostic equipment and in automotive/diesel mechanical maintenance and repair practices, equipment, and technologies. Supervisory experience and shop management experience is necessary.

Other: Possess or be able to obtain a Class A CDL within 60 days of hire through our in-house CDL training program. Costs to obtain the permit will be covered by the department. Must be able to report to work outside scheduled work hours for snow and other highway emergencies; must be able to be reached and report to work in emergencies. Must be able to report to work within 30 minutes of being contacted. Possess and maintain a good driving record. Ability to lift up to 100 pounds, work in extreme temperature conditions or inclement weather, and climb, bend, stoop, and lift above the shoulders. Must be 18 years of age or older. Regular and reliable attendance. Fluency in Microsoft Office Suite (Word, Excel, Access), Outlook email, and the ability to quickly learn other software systems and applications.

Degree or certification and experience in automotive/diesel mechanics, hydraulics, electronics. Knowledge and skill in the use of hand tools, testing equipment, diagnosing, and troubleshooting problems; diagnosing malfunctions from verbal descriptions to repair equipment in the shop or field; welding/fabrication. Knowledge of hydraulic and electrical systems and ability to diagnose and repair equipment malfunctions on gasoline and diesel engines. Ability to lift and handle, manually or through mechanical means, heavy materials and equipment weighing up to 100 pounds; ability work with limited supervision and be self-motivated. Knowledge and skill with asset management software and databases; ability to create unique and standard reports. Skill in supervising professional support staff; proven ability to manage multiple assignments, priorities, and projects in a required timeframe. Ability to: work under deadlines and be adaptable to changing assignments; take initiative to safely solve problems in an innovative manner; work with our public, professional, consultants, and staff, with sensitivity to their needs, priorities, promises made, and commitments; negotiate mutually acceptable solutions and build consensus through give and take. Skill in interpersonal, relationship, and team-building. Strong time and project management skills, including prioritization and multitasking ability.
