General Summary: Provide comprehensive oversight for all CCAC publicly-funded grants, contracts, and cooperative agreements to ensure externally-funded projects' effective and efficient management and compliance with funding agencies' guidelines and overall stewardship.
Requirements: Bachelor's degree (master's preferred) in education, business administration, or related field and a minimum of five years experience in sponsored program and administration. Ability to analyze and interpret federal and non-federal regulations; ability to use and assist others with grant administration programs and systems; excellent written and verbal communication skills; ability to interface effectively with faculty, staff, and administrators as well as sponsoring agencies on issues within the area of sponsored programs in a cooperative, responsible manner; organizational and prioritization skills; ability to maintain accurate records and reporting requirements, including managing deadlines effectively. Must have the ability to work under the pressure of internal and external deadlines and work independently and with various individuals. Excellent time management, verbal, writing, organization, and critical-thinking skills are required. Ability to maintain confidentiality. Working knowledge of Federal Office of Management and Budget (OMB) and Uniform Grant Guidance (UGG) administrative requirements.
Duties:
1. Provide leadership and direction for each principal investigator/project director (PD/PD) in CCAC publicly-funded programs (grants, contracts, and cooperative agreements). 2. Assist in the hiring, of each PI/PD.3. Monitor the activities of all publicly-funded grants. 4. Assist each PI/PD in grant implementation to include instruction on internal procedures, funding agency compliance, assistance with financial, personnel, payroll, purchasing and administration of funded awards, and instruction on cost-sharing documentation. 5. Organize a complete programmatic file on each grant that coordinates with fiscal records to be maintained by the Office of Sponsored Programs. 6. Generate and share reports related to budgets, student enrollment, payroll, and other items as needed7. Prepare correspondence as necessary to solicit and secure changes in grant terms and conditions, including complex amendments. 8. Maintain current knowledge of and expertise in federal, state, local and other agency regulations and policies to assure compliance. 9. Manage the specific compliance issues related to projects and activities funded through publicly-funded grants, including liaison with the Restricted Funds Accountant, Project Directors, and subcontractors.10. Monitor strict Time and Effort procedures for all grant funded employees to ensure fiscal and program compliance. Lead Time and Effort guidance training for all principal investigators/program directors. 11. Secure a detailed inventory of all capital expenditures, overseeing the process for all new purchases and discarded items.12. Coordinate with each PI/PD to prepare programmatic reports as necessary.13. Engage in year-to-year planning and fiscal projections of continuing projects in coordination with appropriate College personnel. 14. Assist with grant application support including writing, and coordination of submission requirements as requested by the Executive Director of Sponsored Programs. 15. Stay abreast of current issues in grants management by attending relevant conferences/workshops and using attained knowledge to train staff and enhance program documentation. 16. Engage in fiscal projections for continuing projects in coordination with appropriate College personnel. 17. Assist each PI/PD in ensuring all grant expenditures are reasonable, allocable, and allowable according to the Office of Management and Business (OMB) and agency guidelines. 18. Meet regularly with each PI/PD to ensure completion of ongoing compliance activities and adherence to responsible spending timelines.19. Support each PI/PD in the area of budget development and management.20. Work closely with the grants accountant to provide regular budget and expenditure updates to each PI/PD and the OSPR administrative team.21. Participate in the preparing for the annual single audit, internal auditing events, and program evaluations.22. Track college resources allocated to grants (staff assignments, facilities, etc.). 23. Perform other related duties as required or as assigned.
Clearances: Current criminal record/child abuse clearances will be required if offered the position and to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
