Primary Purpose of Organizational Unit:

The Associate Vice Chancellor (AVC) for Campus Safety and Risk Management provides institutional oversight for the campus safety and risk management functions of the University, which includes the University Police Department; Environment, Health, and Safety (EHS); Emergency Management and Planning; the Protection of Minors Program; and the Threat Assessment and Management Program.

Position Summary:

This recruitment is for four (4) University Program Specialist positions. By applying, you will be considered for all four (4) positions: 20066945, 20066970, 20066971, 20066972

The Case Manager/Investigator is a critical member of a multidisciplinary behavioral threat assessment team (BTAT). The BTAT is responsible for developing policies and procedures for the prevention of violence at UNC-Chapel Hill, including assessment of and intervention with individuals whose behavior poses a threat to the safety of the University. The BTAT is the body responsible for executing and operationalizing those policies and procedures. The BTAT includes members from University Police, OHR Employee and Management Relations, Student Affairs, Equal Opportunity and Compliance (EOC)/Title IX, Counseling and Psychological Services (CAPS), the Office of University Counsel (OUC), and others. The Case Manager/Investigator will report to the Associate Director of Threat Assessment and Management and works integrally with partner units, including Student Affairs, Human Resources/Equal Opportunity Compliance and University Police. This position collects behavioral background information regarding individuals who may pose a threat of violence to present to and inform the decisions of the larger university BTAT. The position assists the BTAT and other university schools/units/departments in the development, implementation, and monitoring of intervention and management strategies in cases involving situations involving students, employees, and non-affiliates. The Case Manager/Investigator may provide on-call support, program support, and assist with prevention and outreach efforts. Primary duties include:

Collecting collateral information and conducting interviews to assist in conducting threat assessments and developing threat management and safety plans with individuals of concern and identified victims.
Providing timely and appropriate referrals to support services within the University and coordinate intervention plans through the use of and collaboration with various University and off-campus resources in order to minimize or resolve concerns.
Monitoring and tracking individual cases and progress to ensure compliance with recommendations, on-going assessment and to address new or emerging concerns as they arise.
Utilizing appropriate threat assessment tools and any other assessment tools necessary.
Providing guidance on safety planning for those identified as victims or potential victims of violence.
Providing comprehensive outreach and consultation services to faculty, staff and students using traditional in-person presentations, social media, and other creative multi-media efforts; collaborate with other campus offices to ensure coherent integration of messaging and education of the campus community.
Contributing to the development of prevention and outreach campaigns, including social media and web presence.
Ensuring all correspondence, notes, and action items are accurately documented.
Monitoring the appropriate and ethical assessment of data collected by and about individuals of concern in an effort to develop and maintain best practices.
Partnering with external community agencies and law enforcement, as appropriate.

Minimum Education and Experience Requirements:

Bachelor's degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience:

Experience in case management, investigations, and/or mental health. Strong oral and written communication skills. Data and records management skills.

Preferred Qualifications, Competencies, and Experience:

Experience overseeing and conducting behavioral threat assessment investigations. Experience in conducting suicide, violence risk assessments and/or threat assessments and developing management strategies. Experience conducting training on topics such as suicide prevention, workplace violence prevention, domestic violence awareness, conflict management, classroom behavior management, and dealing with difficult students/employees. Demonstrated ability to identify problems and use sound judgment and reasoning to make crucial decisions autonomously. Ability to establish collaborative relationships with campus and community partners. Ability to work effectively and collaboratively as part of a cohesive multidisciplinary team-oriented environment.

Licensure: Threat Management Certification (CTM) through the Association of Threat Assessment Professionals (ATAP).

Special Physical/Mental Requirements :

This is primarily a sedentary job involving extensive use of a computer and phone. The job does occasionally require travel to attend meetings and trainings.

Campus Security Authority Responsibilities:

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
