The Billing Specialist is responsible for managing the billing process for the Scanlan Center for School Mental Health Clinic (75%) and Belin Blank Center Clinic (25%), ensuring compliance with insurance requirements, and providing financial counseling to clients. The billing specialist works closely with the clinic supervisors, the staff, and the third-party payers to facilitate timely and accurate reimbursement for the services provided by the clinics. The billing specialist also assists with developing and testing billing systems, documenting billing policies and procedures, conducting internal audits, and reporting financial data.

Location: Onsite in the College of Education.

Appointment: Full-time, P&S Specified Term Appointment. Possibility for renewal. Initial term through June 30, 2025.

Schedule: Monday-Friday on site 8 am - 5 pm.


Salary Range:
$39,700 to $45,000.

Specific Job Duties and Tasks

  • Representatives are responsible for entering insurance, obtaining pre-authorization, providing financial counseling, managing accounts receivable, managing client financial accounts, posting payments, and resolving claim reimbursement issues.
  • Initiate pre-certifications, pre-authorizations, referral forms, and other requirements related to managed care.
  • Collaborate with clinic supervisors in developing and testing clinic billing systems.
  • Keep up to date with changes in insurance requirements.
  • Generate invoices and statements for all services
  • Assist with the cash handling process, which may include invoicing, receiving, and reconciling.
  • Document billing policies and procedures for clinic manuals.
  • Conduct internal audits to ensure clinician adherence to insurance requirements.
  • Complete required compliance training, including HIPAA and FERPA, as well as UI Cash Handling Policies.
  • Share expertise of insurance requirements with staff to guide changes in clinic documentation procedures.
  • Manage pre-approval process with insurance companies.
  • Review insurance denials, make necessary changes, and resubmit.
  • Address any errors/challenges/questions with insurance companies.

About the Departments

The Scanlan Center for School Mental Health is the state's hub for school-based mental health research, training, professional learning, and clinical services. We work with schools, districts, AEAs, universities/colleges, and key stakeholders across the state to support the well-being of PreK-12 students and educators as well as college students and faculty.

A partnership between the University of Iowa College of Education and the Iowa Department of Education, the Scanlan Center for School Mental Health launched in June 2021 with an ambitious mission - to provide social, emotional behavioral, and psychological services toallof Iowa's schools across 99 counties, not only to aid in COVID-19 recovery but to build state capacity for immediate and future delivery of mental health supports.

The Belin-Blank Center was founded in 1988 and quickly developed into an internationally respected powerhouse providing innovative programming for gifted and talented students in addition to our groundbreaking work with teachers. As we grew, the Center added counseling services and programming for twice-exceptional children-those who are both gifted and have a diagnosed disorder that impacts their learning or social-emotional development. Located in the Blank Honors Center, the Belin-Blank Center is an integral part of the University of Iowa's College of Education.

Education Requirement
  • A Bachelor's degree or an equivalent combination of education and experience is required.

Required Qualifications
  • Minimum of 6 months experience working with healthcare claims and payers for billing insurance for services.
  • Proficiency with computer software applications, i.e., Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) or comparable programs, and an ability to quickly learn and apply new systems knowledge.
  • Ability to work with and build effective relationships with a variety of individuals and groups in a constructive and civil manner while appreciating the unique contributions of individuals.
  • Effective communication skills (written and verbal), active listening skills, and the ability to maintain professionalism while handling difficult situations with callers or customers.

Desired Qualifications
  • Experience managing mental health billing and insurance claims.
  • Experience with working in a medical or mental health setting and understanding the associated privacy laws.
  • Experience using an electronic medical record.
  • Familiarity with medical terminology.
  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) laws.
