Summary of Job Duties and Responsibilities:This position is located at the Breathitt Veterinary Center in Hopkinsville, KY.
Responsible for fiscal management and administrative, laboratory, network and building support functions.
- Supervises nine positions in laboratory support functions including billing, data entry, customer service, operations, building and grounds maintenance and information technology.
- Ensures that laboratory support personnel perform to the level of a Level 1 Laboratory
- Responsible for fiscal management of the Breathitt Veterinary Center, including budget preparation, monitoring and quarterly fiscal reports to the Director
- Assists Director in preparing budgets and reporting to the Dean, Hutson School of Agriculture and the Vice President for Financial Affairs, Murray State University
- Assists Director in preparing and planning for State and Federal Grants and ensures that purchases support the Level 1 laboratory status.
- Monitors purchases and inventory of equipment, reagents, laboratory supplies, office supplies and general building supplies to ensure NAHLN Level 1 accuracy, timeliness, and capacity requirements are met.
- Monitors contracts, grants and other financial instruments to ensure that BVC is operating as a financially responsible entity.

- Ensures that accounts receivable and accounts payable are processed in an accurate and efficient manner
- Liaisons with HR and other administrative offices for personnel and administrative matters (e.g., hiring, separation, administrative paperwork, requisitions, invoices, etc.)
- Prepares hazardous waste annual reports and permit applications. Schedules hazardous waste pickup.
- Works with the Maintenance supervisor in keeping BVC grounds well-kept and professional.
- Works with Maintenance supervisor in maintaining building environment suitable for testing procedures and personnel comfort
- Meets with building maintenance repair technicians to ensure HVAC equipment is kept in good repair and is working at an optimum level.
- Meets with vendors, representatives and repair technicians to ensure equipment is kept in working condition and ready for testing procedures as is fitting a Level 1 laboratory
- Works closely with Information Technology Administrator to keep BVC laboratory information management system program, quality management program and general IT systems programs operating at an optimum level
- Works with IT administrator to examine advancing technology and how it can be of use to BVC
- Serves as the principle liaison between BVC and the university administrative/support offices on main campus.
- Keeps the Director up to date on state budgets, appropriations and other matters affecting BVC.
- Serves as the Director's designated representative at meeting and functions as required.
- Perform special projects as determined by the Director
Minimum Education Requirements:- Bachelor's Degree required.
Minimum Experience and Skill Requirements:
- 4 years in business related field
- Pleasant proactive personality with the ability to handle demanding situations, quickly adapt to address changing circumstances and demanding personalities and work as a team.
- Excellent communication, interpersonal, supervisory, multi-tasking and organizational skills.
- Excellent problem-solving skills; ability to troubleshoot deficiencies, identify corrective actions, evaluate new processes and materials/equipment, implement plans, and develop preventive actions
- Familiarity with budgeting, state bidding and reporting expenditures
- Ability to plan and make decisions often without instruction or supervision
- Advanced knowledge of computer programs such as Excel and Word; proficient internet research and email
- Proficient with business reports, human resource topics and budgeting
- Familiar with supervision and management of employees; ability to adapt to demanding situations
- Ability to describe problems with building management; HVAC and coolers and boilers to repair technicians and workers.
Preferred Education and/or Experience Qualifications:
- MBA preferred
- Knowledge of veterinary field or laboratory field is preferred
Physical Demands:- Handling of hazardous materials and biological contaminates; strong pungent odors; handling laboratory submissions to include plant and animal specimens.
Work Hours:- May be required to respond on weekends, holidays and afterhours for building functions, meetings and emergencies.
